              A roof-over is a new roof installed on top of the old one. It is one of the most common surprises we find after a home sale. From the street it looks like a new roof. Underneath, it buries any rotten decking, and in our experience it lasts about half as long as a roof installed on clean decking with new underlayment.

              • The Florida Building Code, Existing Building, Section 706.3, bans a roof-over when the roof already has 2 or more layers. It also bans one over a water-soaked or deteriorated roof.
              • An insurer may refuse to cover a roof-over until the roof is torn off and replaced.
              • Two layers cost more to remove. On a 30-square roof (3,000 square feet) priced at about $15,000, the second layer can add up to $3,000.
              • Some sellers pay for cosmetic work so the roof looks good for the sale.
